Who approves HES in Region 5
The provider delivers HES, but the funding decision comes from OPWDD's regional field office.
Your Care Manager submits the service request (an RSA or SART) to the region's Developmental Disabilities Regional Field Office (DDRFO). The field office issues the Notice of Decision. HES expenses are not reimbursable without that prior authorization, so the request comes before any purchase.
