Home-Enabling Supports — HES — began rolling out in October 2023 and was fully implemented across New York as of April 2026. Even so, most of the people it was designed for still don't know it exists. The official documents are accurate but dense. This site turns them into plain language, sourced to the actual ADM, with the practical detail the PDFs leave out.
We compile public information. We summarize regulations into the questions people actually ask. We point you to the people and tools you need next. Contributors include people who work in and around the program — stakeholders at technology vendors and provider agencies among them — but the site is built as an independent resource. How content gets in, and who's behind it, is documented in the methodology.
